1. (Name)
|
The name of the group is 'Citizens United for a Better Society', or 'CUBS' in short.
|
|
2. (Object)
|
The group is formed by voluntary participation of Korean people who believe in liberal democracy and free market economy. The object of the group is to contribute to making a better society, based on liberal democracy and free market economy, by systematic & continuous studies, education and public campaign.

|
3.(Place)
|
The executive office is based in Seoul, and it is also possible to establish a local office if necessary.

|
|
4. (Activity)
|
The group performs the following activities in order to achieve proposed objects.
A. Policy initiating by seminar, symposium, policy forum, etc. forming
public opinion by campaign and publication
B. Educating or organizing citizens for making a better society
C. Monitoring and participating in activities of governmental or
non-governmental organizations
D. Civil activities for enlarging liberal democracy and free market economy
E. Activities for creating a fair mass media culture
F. And other activities recognized as necessary including enhancing domestic & international organizational solidarity

5. (Qualification)
|
|
|
Those who agree with the object of the group and join in the group according to the procedure 10 .1
|

6. (Category)
|
|
|
Members of the group are categorized into regular members, cyber members and special members
A. Regular members: Those who pay a membership fee and have some specified rights. They are categorized into student members, general members and life-long members.
B. Cyber members: Those who join freely in on-line and use contents of the group
C. Special members: Those individuals and groups who support the group's activities

7. (Membership fee)
|
|
|
A. Student member: £Ü10,000 a year
B. General member: from £Ü50,000 a year(£Ü5,000 per month) to £Ü1,000,000 a year(£Ü 100,000 per month)
C. Life-long member: £Ü1,000,000 in one account(within three months, dividend payment possible)
D. Cyber member: no membership fee requested
E. Special member: less than £Ü 10,000,000 a year

8. (Rights)
|
Regular members have the following rights
A. To participate in management and decision-making of the group
B. To vote and runn for elections inside the group
C. To get e-mail service and buy publications in discounted price or for free

9. (Obligation)
|
|
|
Regular, cyber and special members are obliged to
A. Follow rules and decisions of the group
B. Participate actively in achieving objects of the group
C. Not to disgrace the group
D. Pay membership fee (only regular members)

10. (Admission Procedure & reprimands)
|
|
|
A. Admission procedure: those who agree with the objects of the group and submit a certain form of application (including via website and e-mail) can become CUBS members
B. Reprimand: members who do not fulfill obligations or disgrace the group can be reprimanded including warning, suspension and expulsion

11. (Organization)
|
|
|
The group can establish the following organizations.
A. General assembly
B. Guidance committee
C. Management committee
D. Policy committee
E. Joint representatives
F. Advisor group
G. Auditors
H. Acting bodies
I. Solidarity groups
J. Research institute
K. Executive office

12. (Term of office)
|
|
|
The terms of joint representatives, advisors, auditors and general secretary are two years. And re-appointment is possible.
|
|
13. (General assembly)
|
|
|
A. General Assembly is the highest decision-making body of the group consisting of all the members of the group.
B. Regular general assemblies are supposed to open one time annually in principle. Temporary general assemblies are supposed to open when Management Committee asks.
C. General Assembly discusses and makes decisions on matters of organization and management of the group. Decision is made by the majority of members' support.
D. The authority of General Assembly is
a. establishment and amendment of rules & regulations
b. electing managing members, representatives, advisors, general secretary, and appointing auditors
c. authorizing projects
d. authorizing budget plans

14. (Guidance committee)
|
|
|
A. Makes guidance on general activities of the group.
B. Consists of some committee members who have both moral influence and expertise

15. (Management committee)
|
|
|
1. (Status)
|
Management Committee is a standing body to discuss and make decisions on organizational management, projects, and activities with a mandate from General Assembly to the next session of General Assembly.
|
|
|
2. (Composition)
|
|
|
|
Management Committee consists of joint representatives, general secretary, head of acting bodies, head of solidarity groups and elected managing members by general assembly. The head of committee is elected by the committee.
|
|
|
3. (Decision)
|
Management Committee opens by one-third attendance of enlisted members and makes decisions by the majority of attending members.
|
|
|
4. (Convocation)
|
|
|
|
Management Committee hosts regular meeting on each quarter of the year more than one time. Head of the committee is to decide the date and make a notice. One-fifth of enlisted member's request is required to host regular meeting.

|
5. (Management Sub-committee)
|
|
|
By the decision of the committee, head of committee can organize a sub-committee to discuss and make decisions on the matters mandated by Management Committee. Decisions in the Sub-committee are made by the majority of members' support.

(Policy committee)
|
|
|
A. Policy committee makes advise on the group's activities on policy
B. Policy committee consists of some distinguished experts on each field
|

17. (Co-Chairs)
|
|
|
A. Co-chairs represent the group
B. Co-chairs consist of some distinguished figures in each field of society
|
|
18. (Advisors)
|
|
|
A. The body of advisors makes advice on the basic directions of the group's activities
B. The body of advisors consists of some people who have moral influence
|
|
19. (Auditor)
|
|
|
A. Auditors supervise the group's balance of accounts and property; and also have right to speak in General Assembly and Management Committee.

20. (Subsidiary Organizations)
|
|
|
A. Each subsidiary organization consists of experts on each field like politics, public administration, economy, business administration, the press, law, social welfare, arts, gender equality, etc. A policy committee can be established in each subsidiary organization, and the establishment
of a subsidiary organization is decided by Management Committee.
B. The head of each subsidiary organization is appointed as member of the Management Committee.
C. Subsidiary organizations practice various activities in the sphere of the
group's projects.

21. (Solidarity Groups)
|
|
|
A. A solidarity group means a group which shares the group's objects.
B. The head of each solidarity group can participate in the Management Committee as a member
|
|
22. (Research Institute)
|
|
|
The group can establish a research institute to specialize in the objects and projects of the group.
|
|
23. (Executive Committee)
|
|
|
A. Executive Committee is established to practice the group's activities efficiently and led by the general secretary.
B. Establishing posts and hiring employees members are to be done by General Secretary by consultation with the head of Management Committee.
C. Executive Committee has separate regulations about its own organization and management matters.

¥´. Finance
|
|
24. (Income)
|
A. The group's income includes membership fee from regular and special members, donations, and others.
B. The method of imposing and collecting membership fee is decided by
Management Committee.

|
25. (Fiscal Year)
|
|
|
The group's fiscal year starts on January 1st and ends on December 31st every year.
|
|
¥µ. Additional Rules
|
|
26. (Standing Rule)
|
|
|
The matters not stated clearly in this rules & regulations will be decided according to general principles of democracy and Management Committee's decision.
|
|
27. (Effective)
|
|
|
This Articles of Incorporation becomes effective as soon as General Assembly authorizes.
