What was the Intention of the North Korean Secret Agent¡¯s Self-Surrender?
Belatedly, it was released by the media that a North Korean defector who engaged in espionage for the North Koreans after obtaining South Korean citizenship recently self-surrendered.
Last April, he was arrested by North Korean guards while attempting to secretly enter the North to see his family. Then, he is told to have briefed on the associated press, ¡®Daesung Kongsa¡¯ and the accommodation facility for North Korean defectors, ¡®Hanawon¡¯ to the North Koreans. Furthermore, after educated on espionage in the South, he was released to enter the South in May.
Since the defector is a South Korean citizen, he deserves free entry and departure. Yet, his case apparently poses a great threat to our national security in that he, after thorough espionage education, freely entered both the North and the South, providing critical information for the North Koreans.
The ruling party, however, discounts the existing National Security Law as anachronistic while trying to cover such a threatening incident. Furthermore, the recent claim of the ministers of the National Defense and the National Reunification to take the label of ¡®main enemy¡¯ off North Korea exacerbates the threat to the national security.
The government should learn lessons from this North Korean spy incident. Indiscriminate disarmament, which poses a great threat to the national security, should be stopped right away. In addition, the National Central Intelligence Agency should thoroughly investigate this incident, independently from the influence of the president or the ruling party. This is the best way to resolve insecurity the public feel about the country. Besides, with the expectation of massive flux of North Korean defectors, the government should come up with institutional frameworks by which pure defectors and secret agents can be distinguished.
Those innocent defectors, who cross the border to escape from the draconian rule by risking death, deserve our protection while secret agents should undergo through screening processes.
